As far as budget-building goes....Scranton Mayor Chris Doherty goes out a winner. Council met yesterday and could not produce the necessary four-out-of-five votes to override Doherty's veto of an amended budget that council cobbled and passed last week. Council's amendments would've plugged in some pay hikes, reduced some other salaries and tacked on two new positions. Doherty's 57 percent property tax hike and 69 percent garbage fee boost were in both versions of the spending plan so they stay for the new year, when Bill Courtright becomes mayor.
