35 year old wayne kichar, of 305 church street, jessup, was supposed to surrender yesterday after being accused of hurling his ten year old son into a metal chair on Sunday. But he didn't show. Police found him at an address on North Grant Avenue. He allegedly fled when police showed up but they caught him. He was charged with endangering the welfare of children and other charges. Kichar was also charged with homicide by vehicle and related charges stemming from an October, 2011, double-fatal. He was driving a dump truck that ran off I-81 as it meets the Casey Highway. the truck continued onto I-84 and hit the roof of a car carrying a brother and sister from Rochester, New York. Neither survived. The investigation revealed Kichar had a history of seizures and that was probably the reason for the wreck. He also allegedly tested positive for pot and synthetic marijuana.
