There was no decision today on whether there will be one, two or no questions on the May 21st primary ballot in Lackawanna County about the county Home Rule Charter. The panel of judges heard over 2 hours of legal arguments over the questions. One question is if voters would amend the charter to eliminate four elected row offices. The other would be if a commission should be formed to study and possibly recommend changes to the county form of government.
