Legislation is being introduced that follows-up on the Auditor General's report on Penn State's governance. Democrat Scott Conklin's bills would apply to all four state-related universities -- requiring them to comply with state ethics and open records laws. The other two would reduce the size of Penn State's board of trustees, and bar the university president from serving as a voting member of the board.
