No Commuter Tax

The city of Scranton faces the new year with a two and a half million dollar hole in the 2013 budget that it had hoped would've been plugged with a one percent tax on the earned income of people who work inScranton but don't live there. A three-judge panel ruled against the commuter tax, saying the city did not do enough to implement the recovery plan before pressing the commuters for money. The city had wanted the tax for each of the next three years. No word on whether it will seek it for 2014, or appeal the judges' ruling.
