Bringing back the commuter tax in Scranton is the subject of a court hearing set for tomorrow. The city says the anticipated revenue would help fund the proposed 2013 spending plan. That spending plan contains a 12 percent property tax hike for city residents. Tomorrow's hearing will be held before a three judge panel. If necessary the hearing could continue Wednesday as well.
