Scranton's proposed budget for 2013 was offered at public hearing yesterday. Not a lot of folks were heard. A half-dozen rose to speak....the Times Tribune reports only 8 residents were on hand. The proposed spending plan calls for a 12-percent hike in the property tax. It also includes a one-percent commuter tax on people who live outside the city but work within. That tax needs court approval and a hearing is scheduled for the 10th.
