A public hearing on the proposed 2013 budget in the city of Scranton is set for today at 5pm at City Hall. Besides a 12 percent property tax hike for city residents, the proposed budget also includes increases in the realty transfer, mercantile and business privledge taxes, bringing back the commuter tax and introducing a new amusement tax. City council will have a second reading of the budget on Thursday and could adopt it after the third reading set for Dec. 13.
