Wilkes-Barre Mayor Tom Leighton's proposed budget for 2013 will need a 31 percent property tax boost to make it fly. That's another $183 for the average homeowner. Unionized city workers have been asked pass on taking a 3 percent pay hike...and to give back a trio of paid holidays. Eligible employees were offered retirement incentives. City workers were asked to voluntarily furlough themselves for six weeks. Certain city fees would be hiked. Council will hold a public hearing before voting for the proposed plan. The panel has until the end of the year to act.
