So you know I good relationship there but it it's just frustrating them and if you think with a cheap things that god does Graeme captain bill does. The first thing is that take a Medicaid program which is doubled inside the federal government over the past twenty years so that it was. You know I think 5%. Of the budget out like 10% of the budget. Good for twenty years ago Bill Clinton proposed. Hey let's say it's grown too fast that he was right rockets hit he scored in doubled in size of that about the the federal government is a crime but he could explain it. Twice the rate the federal government growing that's how fast medicated. And and so what. What would open proposed back in 1995. Was hey lets just that apple does what sit cap that and inflation at regular inflation. And and that way you know we know that it'll grow as seek public. And every single Democrat not present Ted Kennedy John Kerry Joseph by your name. Every democratic senator. Signed on to that bill and said yes you know we we need to put this this group cap on Medicaid. And Republicans proposed the same thing only the differences. The growth is actually higher and that under Bill Clinton and he suggested grows its after a rate of inflation the economy. What Republicans as that is a little while letting growth rate of medical question. So we don't we market growing at you know economy for some reason energy your first that the Lebanese that that what you don't get to grow at a higher rate which has the growth of medical much. And in if you listen to the response from Democrats it's like it's the most draconian or they called it draconian cuts that. Outrageous and all you're doing is hurting the poor and this is their idea. And that's what we haven't bipartisanship that even if he propose something that was supported. By Bill Clinton and every single Democrat twenty years ago it's now considered you know this outrageous. Assault on poor people. And certainly that's been part Rick of the the blow back here is that we see a lot of individuals who have appeared. Well you retreat yesterday C southern and per cent sure there are people who come out of the woodwork. And they saying. This will hurt mean I have ovarian cancer this will mean I can have health care. And it's such a powerful fit in for people to save that in public we say gosh happily possibly hurt this woman. Do you believe that this would be. As hurtful as the opposition clean ups. If I did that would be force. In the as I said. I want this system help assistant to be a better system. I want to be more innovative system I want to be driven by mark all and and better care for people. And what I've seen is that Medicaid is not that and obamacare is not that. That that these ideas that the federal government has an idea and it's we're gonna apply to every single state every way this is what everybody's gonna have. And by the way we're not it was gonna spend whatever it takes there's no limit. And on Medicaid when there's no limit on on Obama consent. And as a result of that. There's no responsibility for anybody involved a system to control costs are because this is more money. And so I can duplicate it at that higher education there's no limit on the amount of student loans and everything is so Israel what. It's gone crazy and is thinking is what's happening from working men and women and is trying to put their kids through college that can't or for his you're trying to go to college. It did this out of with a huge debts. Any time the government says hey. Don't worry about the money we got it you go ahead and will you take care who every picture of the problem is that caught somebody. And and it doesn't require anybody in the system to actually think about how we do this better I would do this more efficiently. I don't try to you know create the right incentives to drive quality because. If you drive equality and helped get through it almost like it's almost like any other area the better the quality. And lower the cost. So that's contrary to some some respects to you know what if you want a really good you know. Telephone or iPhone it's gonna cost more. But the differences. He can improve quality particularly in the hospital which is what most of the money that our health care system. You actually lower infection rates you lower readmission rates you get people out of the hospital sooner. The better you drive quality the lower them the overall cost it and that's. That's what people to understand that we don't have a system because we don't have a budget. That drives the governors and and and president or anybody who's running this system to create a better system to create better innovation to lower costs. OK so what you're looking at them is. Some sort of a best practices model is that right. That's exactly what every state under the under the proposal. He take the money that's that's induced to. Two proposals in the bill one that deals with Medicaid describe that before it's what president quite good coach to control costs. But it's at the same time that the need to make one point about that case. We're saying that Medicaid to grow at the rate of overall medical inflation the words but the overall increase in cost of medicine. Is what what what Medicare and grow. For those who say that basket and it's slash Medicare what you are saying is that Medicare it can't be as efficient. As the rest of the medical economy because the rest of medical economy is growing at this rate this year but Medicaid. For some reason this government program and everybody knows the most wonderful thing all the super it so cost effective so patient get such great care. But for some reason it can't grow. At the rate ever up Medicare it can't grow at the rate of I'll try care can't grow at the rate of employer provided insurance in the individual market. That's just ridiculous. It is that that's going to be a big slash and cut and cut it and finding the other other part of the bill. So it'll take obamacare member obamacare with about XP Indy Medicaid. And creating these exchanges for people to get subsidies tax credits aren't willing to duplicate tax credits so they can help afford insurance. That's system has failed. Just dramatically. And even the Democrats as amiga Bernie Sanders not the same week yeah I'll vomit your sales in the they as she failed. We need a new system so when the left and the right agree that Obama cares stale probably hit it probably did. A good good thing that's sort of lets just agree that it's not work. So it's not working to retain his blood in the system does not work it. And it would start to the witness to the welfare that wasn't working wasn't doing what is that was supposed to do to help people want that so we did it let's get it. To the states which by the way I don't know of any national health insurance company. It was blue cross plan at either regional or statewide plan. Every every company that sells insurance. Then in in in this in this in the United States. So did he do in a region of the state or mistake but they don't start to sell across state lines so why don't we have a national policy for help. We have state health care policy. In in reality so let's get it to the state let let them compete against each other. In the sense of finding good innovative things that work best. Let's that they should drop them try but if people in and let let each state tried different things that California want to do single Payer. They can do single Payer effect one of the people at some of the people on the right it's some conservatives are saying. Well you know your view that as a terrible idea because state to keep Obama here and state can do single Payer. Yes they can. Because we're gonna let states go out and try to do what they think is in the best interest of the people of this state and the idea that only Washington cares about the people tell governor wolf whether he cares about the people would stay at. You know your your your state representatives of the state senators whether they care. Here's the difference if you don't like what's happening is done you go to your state he'd go to your states that are. But if you don't like what Obama here is doing in your state that you go to the go to some bureaucrat in Washington. Because you're senator if you bet if you got mostly doing well in your state doing that well and packaging it's been in the federal. But if you think doing poorly in your face big constraint without you can change or senator you can actually get something done that to make it better in Europe stay. All the as being said Rick it looks like this. Proposal. You might fail. If you but I would pay about that I am and actually saying senator Graham saw Petraeus oh we get out of a bit long conversation and you were very optimistic about the future of this bill. Whether but that this week works. We just get in a time constraints and also have other things that are that are making it difficult to get it together that. We feel very very confident that this is the only alternative left obamacare and and that Republicans urged. You do need to wrap our heads around that. You know where where it now I believe that the vote were held today. In the United States senate. They're probably be 49 votes for this. And and you know that's that's not bad. 49 votes is a pretty good number that's one short of what we would meet with the vice president to get that passed. I don't think anything else. And that's being contemplated. Will come close to getting 49 votes in the United States senate so. Whether windows of opportunities. One would be in at the end of this year and what would be probably February or march next year. My recommendation is that. We take our time you know one of the big complaint the biggest complaint when I testified yesterday and it's committee was out there has been an up period that the book reports. One of the things that at the bit about that this this Bill Walsh stand up against the all the scrutiny that that anybody wants to bring. And the fact that more information that is known about it. The more that we have an opportunity take you know so more input and maybe make another tweet retreat to this. I think it's a good thing. I think this is the disk will replace obamacare I have no doubt in my mind that this was eventually it will pass. And will end up with a much superior health issues and as a result. Do you think the longer that this goes along and that the more people see that. Obama care premiums will. Increase. And and so on and so forth it might make this so attractive that. Maybe maybe maybe. Even Democrats might support me. I think that would be a one of the things that that has been a real problem because we try to reach out to some Democrats and assembled several of them mentioned to us that you know in principle they they're not really against us but there's two issues number one. They don't have enough information and there was you know this is sort of laid the process and all the information that's out there is currently negatives. So that one problem second columnist and political prop. Do they can't be seen as. Trying to undermine. Obamacare or they'll lose their primary election. It is it allows states to people volunteer I mean it is desert not blocker agent. You if you want obamacare you can keep it at that allow other states to do some other things that they want to. He couldn't find a single Democrat and not want and into the golf love this but also. Is hit. It did the idea in this do you hear this are we should do it a bipartisan fashion bipartisanship the Democrats is give the Obama here more money to prop up. And it in right now you know that. That's federal government according to CBO right now under oh what was projected at the top obamacare passed. Was that. They were that did in 2016. That the federal government would spend a 132 billion dollars. And twenty. 21 million people would be covered under. Well guess what. Only ten point five million people are kind of covered under obamacare and it's still spent a 110 billion dollars so it's been almost as much money. To cover less than half the people that it lacks a system that's working well. That is a huge expenditure money almost over 101000. Dollars a person. To get up to get coverage that is that shift is an enormous expense. Which is very very little benefit. You know it's for the extent there's a better way to do. And that's what we're gonna continue to push hard. Rick Santorum it's always great to hear what Europe too high notes that no island I just get hellish years how is your daughter bella doing. And you know dirty care for everybody Medicare for everybody is is not gonna do that obamacare is is not going to be that. Let's let's just say it and in in the innovative and the power of this debate you know what what's created. The telecommunications revolution was treated. You know the financial services very level all the revolutions of her health care is being held back. Five by the government and what we need to do is make sure that we have sufficient government controls. To make sure that nobody falls through the cracks. But allows for innovation and and in the dynamism of the system to take place that's the balancing act that I think. We we accomplished with with this grand Cassie proposal.
