Today could be the day that Wilkes-Barre Mayor Tom Leighton announces the layoffs of city workers. The city tried to sweeten the pot to produce retirements, but not enough employees took advantage and Leighton says they'll have to use layoffs to control spending and produce a workable budget for next year.
