Wilkes-Barre Mayor Tom Leighton wrapped up the city council meeting yesterday by telling the boiling bunch of taxpayers who spoke against his proposed 2013 budget that nothing's final yet. It calls for a 31% property tax hike. About a dozen taxpayers went to the microphone, most complaining about the looming boost when they believe the city could find fat to trim from the spending plan.
