The number had remained pretty consistent during the preliminaries....the 2013 budget for Scranton would need a property tax hike of 12%. But when the package came up for adoption last night it went to the vote with a total boost of 22%. That was necessary to come into complience with a court order. The city wants to follow the directives of the court in order to get approval of a one percent commuter tax. The city awaits the verdict on that one. Council passed the spending plan, 4-1, and forwarded it to Mayor Chris Doherty, who is expected to endorse it.
