A Peckville man was arraigned this afternoon in federal court in Scranton and detained on 5 counts of online enticement of minors after being indicted by a grand jury yesterday. 52 year old Mark Kandel who served as a Scranton School Director in the 1990's, allegedly committed the offenses between January and November of this year using the internet and a cellular device. He had been arrested last month by Lackawanna County officials and charged with attempted solicitation of a minor. He has a court date on the charges set for February.
