Day two of the court hearing on a proposed commuter tax in Scranton. the tax is tucked into the proposed 2013 budget, but it requies the court's okay. The city is seeking  to levy a a one-percent earned income tax on folks who work in Scranton but live somewhere else. The city wants it for the next three years....the court approval would be required each year. Opponents say the city should look at other potential revenue-makers before turning to the commuters.
